Samba/VMS 2.2.8 Fix for smbpasswd

There is a new kit for Samba/VMS available. It fixes the smbpasswd issues
(adding and deleting users) that were posted a week ago or so. This fix is
available for all versions (i.e. VAX, Alpha 7.1 and Alpha 7.3-1/big files).
