If you can figure out what Windows does differently, presumably in the
DNS replies, that would be really handy.  I think at one point this
used to work, but it may have been quite some time ago.

You should be able to see some variation with a close analysis of
comparative network traces.

Thanks.  I've re-pushed those to autobuild, hopefully we don't get a
flapping test this time...
