lp_load_ex/lp_add_ipc not freeing talloc memory?

Hi folks,

Because of a silly bug where we were sending SIGHUPs to all smbds
every five minutes we were seeing memory growth and one of those
seemed to relate to struct loadparm_service being left behind.

It is not entirely clear why that is happening, so I am reporting it just FYI.
