[PATCH] Fix "ctdb ip" command (bug 12470)

Fixes for:

The first commit fixes a bug in a somewhat unrelated test.  However,
these bug fixes cause that test to fail reliably, so including here.

I have tests for these fixes.  However, the tests require a lot of
infrastructure so probably aren't suitable for backporting.  Instead,
I'll push those tests soon with another patch set that actually requires
all that infrastructure for testing other things.

Please review and maybe push...
