Perhaps this test is sensitive to disk latency (being higher in the
cloud than on bare metal)?  I've also seen this on 12.04 on another
cluster:

took 20.0020 seconds to propogate all events

ERROR: i=13 expected 40 got 30 for '\test_notify'
ERROR: i=14 expected 6 got 2 for '\test_notify'
ERROR: i=16 expected 24 got 18 for '\test_notify\abc'
ERROR: i=19 expected 24 got 18 for '\test_notify\abc'
UNEXPECTED(error): samba3.raw.notify.tree(ad_dc)
