can we define
https://bugzilla.samba.org/show_bug.cgi?id=10595
as a blocker for 4.2? Currently there seems to be no way to demote a DC
that is permanently offline. samba-tool can't demote foreign DCs and the
Windows ways are broken.
But it would be important to fix this for 4.0/4.1, too.
