Complaint about the way that the IOCTL handling has been pulled back into the main Samba code in master

Hi folks,

I have a complaint about the way that the IOCTL handling code has all
been pulled back into the main Samba code in the master branch.

This seems to cause two problems:

1. Any OEM who wants to implement an IOCTL that has not yet been
implemented has to make changes to the body of Samba code and thus has
to complicate their build.

2. There will likely be an explosion of VFS functions in much the same
way as SMB_VFS_COPY_CHUNK_SEND and the SMB_VFS_COPY_CHUNK_RECV.
