Building manpages with waf.

Hi,

I've worked on getting the manpages built with waf, so that they are part of 
make and don't need an extra build. I've created a branch and it is already 
working just fine. I would like to push them and get rid of the HOWTO 
collection. The collection is still available online but pretty outdated and 
updated at all.

The last patch can still be removed if someone wants to keep the files in the
