James,

You added this switch back in 2007 with
commit 4b04b843affb065f527ea4ee8d6a68b7947ed0b6
Author: James Peach <jpeach at samba.org>

r23097: Add a new configure option to disable building SWAT (it is
still built by
    default).
(This used to be commit 910d498a0e44d1c2b76ccddef0cf05e693cf580e)

I'm just curious, was there any particular reason not to build swat
(compared with not packaging it?).

It's not that SWAT is really important either way, but I'm just trying
to understand motivations as I argue for having less ./configure
options.

Thanks,

Andrew Bartlett
