[PATCH] Always build SWAT

While browsing configure.in and ./configure --help I noticed we allow
the user the choice of if we should build swat.  SWAT may be old, but it
remains supported and I think we should where possible remove complexity
from our build system.

If folks want to keep this, I'm quite happy, I just noticed it.
