I think we should probably use RebootOnCompletion=No and
RebootOnSuccess=No in the answers.txt. It looks like I changed it to
Yes in 58c43f74b9, but I can't remember any reason for doing that, and
it looks wrong to me. We'll then need the shutdown -r call, similar to
run_dcpromo_as_first_dc()
