How to import passwords to Heimdal?

When I do a dump from my Heimdal intermediate KDC, using kadmin, a user 
who was imported from MIT appears to have three type 23 keys, two of which 
have a salt.  And each keydata portion is 64 characters, thus 32 bytes, 
long.  What am I missing?
