Remove 'check_dos_mapping'

Tridge,

Since the loadparm code in source3/ became context-driven, the
'check_dos_mapping' code has been unused.  Is there reason to expect
that it should be revived?  The comment claims it was needed for some
torture code.

If not, removing this will help with the merge of the error subsystems.

Please let me know if you want this kept in some way.
