Move var/locks/.nmbd to var/nmbd for 3.6.0?

I will propose exactly such a change for 4.0, once I settle out the bugs
in the implementation of the path changes in the top level build. 

I would be happy to see that in 3.6, but that was much more than I was
going to propose this late.
