This patch has been done after the release of 3.5.9
It's in master and will probably be in 3.5.11 (3.5.10 was a security 
release)
So unless you wait for 3.5.11, you should manually add this patch before 
compiling 3.5.9 / 3.5.10

I think this might be related to bug 8238

And fyi, yes you can still use "encrypt password = No" with Windows 7, 
just need to modify a registry on it and for sure, the patch attached in 
bug 8238 
but if you can get ride of "encrypt password = No", I would highly suggest 
you to do so
