Regarding patch attached in bug 8238, I could see that the patch has been
already removed in 3.5.9.

And fyi, yes you can still use "encrypt password = No" with Windows 7, just
need to modify a registry on it and for sure, the patch attached in bug 8238

but if you can get ride of "encrypt password = No", I would highly suggest
you to do so
