The RPC server is unavailable

Ok so some more puzzling information:

If I take the Windows 7 computer and leave the domain ( set a temp
workgroup ) reboot
Then join the domain again and reboot ( required )
And log in as Domain admin the remote admin tool works again.
I rebooted the computer  ( not sure if this is necessary. just
something i did when I got back a couple hours later)
Log in as one of the users and then log out.
Log back in as Domain Admin and try the remote admin tool it now fails
again with the same error.
