Proposal: Split libtalloc, libtdb, libtevent and libldb into a separate upstream project

Hi Stephen,

I've now added a script/librelease.sh script for releasing our
libraries. It takes a list of library names to release.

Using that, I've done releases for tdb, talloc, tevent and ldb. They
are currently signed with my gpg key. I've asked Karolin if she minds
giving me the release key so we can use that in future.
