[Patch]: do not segfault on as_sddl and from_sddl when wrong type is passed

Hello,

This is a proposal to fix bug 6723 and avoid a bug on from_sddl as the 
problem is mostly the same.
Note that pyarg_parsetuple can be told to be clever and do cheks for us !
