Remaining "cast"/"const" patches

I found 4 of them that I could easily say 'that's correct', and one more
that I could rework to be correct.  

I know it's a drop in the bucket, but at least it's a start.   

We can slowly go though the rest at a later time, but in short: the more
discard_const_p() or (const char **) casts in a patch, the less likely I
am to feel 'this is simply correct'.  

We may have no other choice, but I'm not willing to merge these quite
yet.
