W32 time patch

Thanks Matthieu,

Before this i'm configuring the ntp without --enable-wintime --enable-ntp-signd
Later i check the log inside W32tm it is synchronizing with the NTP server.
I will try again with --enable-wintime --enable-ntp-signd today.

So first you have to use some specials options on ./configure:
--enable-wintime --enable-ntp-signd

Then you have to be sure to had in the ntp.conf configuration the following line ntpsigndsocket /usr/local/samba/var/run/ntp_signd
(unless you use a special dir for your samba4 installation).

Then start your ntp daemon.

In the windows side you have several ways to check it:
* In the event log you shouldn't see any w32time error message
* in cmd /c start w32tm /resync /rediscover, it should say that everything is great !
