Full disclosure: I've broken talloc and tdb API multiple times without regard 
(let alone the ABI), I'm not a fan of librifying such small pieces of code.  
But: I have my own forks which I maintain, with no such guarantees.

Simo said in his mail "We committed to stable API/ABI for these libraries"; 
Tridge doesn't seem to realize he committed to this.  Perhaps a stable/ lib 
subdir would make this clear to us neophytes?
