effectives rights

Hello Nadya,

I tested yesterday your patch for effective rights. It seems it does the 
good job.
Unfortunately I didn't take the time to go very further as I found other 
side problems with GPO (nt acls bugs).
I talked last friday with andrew B. and my patches for setntacl should 
make their way to the repo soon which should solve the problems for GPO 
quite soon.

I plan to make full integration tests soon and to see if it solves all 
the pbs (or not ...).
