[PATCH] Fix string terminator(s) in lib/charcnv.c

Hi, everybody:
     convert_string(), convert_string_talloc(),
convert_string_allocate() return the length of converted string
excluding null terminator(s). But some functions use the returned length
as it includes the length of the terminator(s), which is not right.
     Patch for v3-[023]-test and v3-devel arrive in the attachment,
please review them.
