[SAMBA4][PATCH] provision: Increase max NetBIOS name length from 13 to 15.

Per a conversation on IRC with Jelmer, please find attached a patch to
increase the max NetBIOS name length check in the provision code from 13
to 15 characters.

The patch is also available in the v4-0-local branch at
git://git.id10ts.net/samba.git.
