Simo and I have had a long chat about this, and he convinced
me there are some existing cases where fixing this bug will
break them.
So we're damned if we do, and damned if we don't.
In my locale I'm right and Simo's wrong, in his locale
he's right and I'm wrong :-).
So the best thing to do is split the difference and
make this configurable (just what we needed, more options :-).
This will fix the problem for both cases, and allow
the admin to decide if winbindd will take the client
charset into account.
So the people who've made aggressive use of different
locales per process will be happy, as will the ones
who enforce one locale per system.
