brlock.c changes for 3.0.23a ?

Jeremy,

I'm going to leave the merging of any change to locking/brlock.c
up to you.  If there is more than needs to go into SAMBA_3_0_23,
please merge them over.  I tried to just copy the file from
the 3.0 tree to the 3.0.23 tree but apparently there some
interface changes as well.
