[SAMBA4][PATCH] Add Windows testing to Samba 4 make tests

Hi Tridge,

Here's a patch to add support for a WINTESTCONF variable in a build farm 
host's config file, so that the win_test.conf config file can be 
customized and located outside of the source tree.

Also, the source/script/tests/test_win.sh and /tests_win.sh scripts in 
the Samba 4 source tree aren't executable. Could you change that?
