Win9x cannot get Samba3 userlist while trying to create a share

This is a known issue from what I remember.  This kind
of stuff is next on my list  (no really....don't
laugh :) .  Btu I have to ffinish the print migrator
work so we can ship 3.0.20pre1 first.
