wins.dat and non-ASCII netbios names

  As you might have guessed, I was thinking more
about smb.conf (with comments) than wins.dat
(attributes) when I wrote that.
 
  Wins.conf in particular needs per-entry 
**attributes**, and probably per-file and 
per-entry comments. It jusy might need global
attributes...
