user and group list cache never updated in 3.0.20rc2

Volker,

BUG 3000 complains about winbindd not updating its cache of
user and group lists.  I was able to reproduce it and think
I've tracked it down to the fact that the cache is marked as
expired but there is no secondary daemon to update the cache
in the background.  I'm really surprised we haven't noticed
this before now.

Anyways, I know you are busy at the moment.  I should be
able to clear this up.  This is the last known showstopper
before 3.0.20 so then we should be good to go.

Just letting you know what the root cause appears to be.
