High-quality Software needed for Phone-call/Modem "sharing"

We are seeking software to support a single line dial-up access being shared with telco calls but more than the "on-hold" feature, it facilitates an actual call while surfing is being "held" for a reasonable time period, say 5 to 10 minutes or even "back and forth" communication between the call and sufring action much like a call-waiting function.
