It's actually pretty simple - pam_smbpass was not written with this as a
design objective, while the winbind code was. Because pam_smbpass calls
directly into our core passdb code, it must be GPL licenced.
It also does a number of other tricks - in particular, you don't need
any daemons to run it, and the 'migration' code works a treat for some
sites.
You can (with a little work) make pam_winbind fit almost the same role.
