Please help me to understand how to reproduce this then
because when I make a printer connection as the local
administrator it is still only available for that user.
And I've spent a lot of time with this in the past.

Somehow if would seem that you are creating a local printer
object.  Please check and see if the printer object created
under

[HKLM\Software\Microsoft\Windows NT\CurrentVersion\Print\Printers]
