Thumbs.db special?

Samba Folk:

We've had problems with users who open a folder in Thumbnails view.  They
get "Permission denied" on Thumbs.db -- they have no problems doing
operations in the directory otherwise.

In researching this in the samba-technical archives, I've noticed once or
twice where Thumbs.db was listed in "veto files" -- I'm not sure what that
implies.

Before I add a special hack just for this (a Bad Idea), does anyone know if
Thumbs.db is special somehow?
