Global VFS modules?

Samba-folk:

Is there any way to coerce a VFS module to be "Global", i.e., it applies to
*all* shares?  Having to make sure that "vfs objects" is always included is
not only a pain, it could lead to subtle problems that could be a real
nuisance.

I've thought of hacking loadparam to initialize to the desired module, but
that's clearly a hack.  Any better suggestions?
