That means that your claim about *everything* is wrong -- you don't have
rpm-build package installed. Yes, POPT-enabled application (rpm in the
case) does issue wrong error message when aliased command line option
reffers to non-existant program.

So, you need to install rpm-build package along with neccessary
glibc-devel and other development packages.
