I expect that I should be getting ~mgerdts2.  Furthermore, when I create a
file from the mapped directory it is owned by mgerdts.

A level 10 debug log suggests that it is aware that it should be mapping it.
In case it matters, domain authentication is being used.  I have not
attempted to use username maps in the past, so I am not sure how long this
has been broken.
