license is compatible (OpenLDAP 2.x license) while the 2.3 (OpenLDAP
1.x) license is not. It was a fairly recent change, designed, largely,
to be GPL compatible. The older license (if I remember) contained a
first-version BSD-ism, that required redistributors and creators of
derivitave works to credit OpenLDAP, which is not compatible with the
GPL because it's a headache to ensure, and as such is a political,
rather than purely legal, reason. Although, IANAL, I just read through
most of the licenses on the FSF page, along with the reasoning behind
the determination of incompatibility.
