non-standard CPPFLAGS (at least) are dropped in configure.in

Hmmm, I think we will have to restore LIBS correctly if the iconv path was 
specified, though.

Also, I wonder what LIBS="$save_LIBS $LIBS" is doing in there. That looks 
totally wrong.
