No, SMB doesn't use urgent data.

Is this just with one Win98 box or have you tried this with more
than one ? There are several problems that I believe MS have 
released patches for - if you're only testing on one box I'd
suggest trying different revs of Win98 and WinNT/2000/XP to see
if you can reproduce it elsewhere against FreeBSD.
