wanna ask sth abt inherit

Hi,
I hv a question abt how to use "inherit permissions"
i tried to use it and it doesnt work as expected.
i tried to use it as follow:

inherit permissions = yes

when i create directory under a directory call
"operation", its directory group is the same as the
login user, but not its parent directory(operation).
