[PATCH] 2.2.3 - Hebrew support

Greetings!

Attached patch introduces support for Hebrew encodings IBM862 <-> ISO8859-8
to Samba 2.2.x. Patch to charcnv.c  was produced by Yedidyah Bar-David
(didi at tau.ac.il) and Deniz Akkus (akkus at alum.mit.edu). I only produced
necessary Unicode conversion tables and case folding table (anybody
from .il please check it for proper values) from Unicode data table,
