See the LDAP v3 spec in RFC 2251.  A control is like an adjective for a 
specific instance of an LDAP command.  The criticality is whether or not 
server support for the control is mandatory for the success of the 
command.  Also extended operations such as the StartTLS command in 
RFC2830.
