Not really by itself, but you can very easily run several samba instances on a
machine. All theses instances are completely independent of each other and thus
can be seen as a simple service in a normal unix HA environment. Another
solution might be ms-dfs, but the dfs root is still a single point of failure
that can be made HA with normal unix HA.

Load balancing -- that's difficult with file servers. You should probably
load-balance based upon virtual servers. Samba makes it very easy to move
around netbios names, so adapting your servers to different needs can be done
very quickly.
