Logoff option problematic

We've noticed that using the LOGOFF option instead of RESTART can be
problematic in reestablishing network connections. If a user chooses
LOGOFF, the next user may not be able to properly map their drives. I
don't have much background on this yet as we've only begun to look at it;
however, we're wondering if others have seen this or it might trigger
something in someone's mind.
Below is a snippet of a log file. I login as user scott, choose LOGOFF
and immediately log back in as user sam. The observed problem is that the
logon script is then unable to successfully map all drives. Is the
"Failed to marshall NET_R_SAM_LOGON" possibly related?
