	It means that MS has agreed, on pain of being sued by
	the signatories, to do or not do the listed actions.

	You may recollect this whole suit started because they
	had breached the terms of a previous consent decree...

 	I do expect **considerable** material to be made available,
	but not because they're compelled to do so, but instead
	as a matter of good business practice.
