serious bug in 2.2.1 (PR#21486)

Jeremy,

Yeah, I'd release a 2.2.1a; it's a fairly serious problem (luckily doesn't
affect me), and otherwise, quite a few people would be stuck in between a
difficult position. Just my 2 cents.
