Okay, it's been too long since I used CVS.  All is now well.
I was trying to check out "APPLIANCE_TNG" (e.g. "co APPLIANCE_TNG").

In my defense, the CVS man page hides this one down there, and the
Samba CVS HOWTO doesn't mention the branch flags.
