Integrate i18n SWAT

I put the "alpha" version of SWAT i18n in HEAD

You can get it from 
  ftp://ftp1.samba.gr.jp/pub/samba-jp/samba-3.0-ja/alpha/
  http://ftp1.samba.gr.jp/pub/samba-jp/samba-3.0-ja/alpha/

You can enable SWAT i18n to configure with --with-swat-i18n option.
If your browser lang set to "ja", then Japanese message will be
displayed. If you use Internet Explorer, you can download Japanese
fonts as you need.

Please check it.

Please look at the archive.
I changed configure.in, Makefile.in, aclocal.m4, config.h.in and added
acconfig.h.
